Step 1
Create a new 1024 x 768px document, and set #212121 as the Foreground color and #000000 as the Background color. Then, grab the Gradient Tool, choose Radial Gradient from the Options Bar, and click and drag from the center of the document to one of the corners

Write your text with the Junegull font and #f4edd2 color. I will be using two different sizes here and if you want to do the same, write your text in separate layers. 250 is the big size and 150 is the smaller one.

Step 2
Double-click on the text layer and apply the layer styles shown below.

http://www.buildtutorial.com/wp-content/uploads/2014/07/colorful-retro-text-effect-inner-glow.jpg
Change the Fill value of the text layer to 0. If you have a smaller size text layer, you will have to scale the layer style. To do so, first, right-click on the original text layer, click on Copy Layer Style, then right-click on the other text layer and click on Paste Layer Style. Now, right-click on the Layer Effects icon on the other text layer, select Scale Effects and change the setting to suit your text size.

Step 3
Set #e5dfc9 as the Foreground color, create a new layer above all the other layers and name it “Light”. Then, using a soft round brush, make small dots on the tips of the letters. For the larger text, use a 20 size brush and a 10 size for the smaller text
http://www.buildtutorial.com/wp-content/uploads/2014/07/colorful-retro-text-effect-brush.jpg
Now, grab the Smudge Tool, set its Strength at 70% and smudge the dots in different directions. Keep the brush size the same as before (20 and 10).

http://www.buildtutorial.com/wp-content/uploads/2014/07/colorful-retro-text-effect-light-result.jpg
Step 5
Now, we will add some colors. Create a new layer above all the other layers and name it “Color”. Using a soft round brush of size 60, make small colored circles all over the text. Don’t overdo it; leave some space in between. The colors I used are mentioned in the image, but you can use any other color you want.

Set Overlay as the Color layer’s blending mode.
Step 6

http://www.buildtutorial.com/wp-content/uploads/2014/07/colorful-retro-text-effect-stroke-result.jpg
Lower the Lines layer’s opacity to about 30% or as transparent as you want your lines to be.
http://www.buildtutorial.com/wp-content/uploads/2014/07/colorful-retro-text-effect-lines-opacity.jpg
Step 9
This step is optional if you want a glossy effect. Cmd/ctrl-click to select all the text layers, duplicate them and place the duplicate below the Color layer. Right-click on one of the duplicate text layers and select Clear Layer Style. Lower the duplicate text layers’ Fill value to 0.
